Commercial Coding in accordance with the Malta Commercial Yacht Code

Naval Architectural Services have been active in the development and implementation of the Malta Commercial Yacht Code since its inception and have built a special relationship with major players in the sector. The scope and range of surveys offered will typically vary from the evaluation and feasibility of particular existing yachts, survey of new buildings and preparation of all the necessary survey documentation for eventual certification as a ‘Commercial Yacht’.

-    Yachts under 24 metres length overall;
-    Yachts above 24 metres length and below 500 GT;
-    Yachts above 500GT;

The extent and type of survey as well as involvement from our end will vary for each of these categories.

Benefits of the Malta Commercial Yacht Code

•    The Malta Code incorporates the requirements for yachts under 24 metres, over 24 metres and over 500GT in one volume. The requirements are clearly delineated and sections applicable to each category are easily comparable.

•    The Code Standards for yachts over 24 metres are on the same lines of the other major Codes, particularly MCA LY2, thus designers and builders should find little difficulty in applying the Malta Code.

•    Follow-up time to survey requests, queries, clarifications and authorisations is typically very short. The flag technical department is available 24/7 all year.

•    Manning: The Malta Administration accepts on a case-by-case basis alternative qualifications, such as MCA, Australian and South African certificates as an equivalent to STCW. Specific certified training by the engine makers may also be considered in particular circumstances.

•    The Administration accepts certification of Short Range Yachts for any yacht, irrespective of size. Subject to on-board assessment and evaluation, extended Short Range Certification may also be issued.

•    Special category and historic yachts are also covered by the Malta Code.

•    The Code has been notified to IMO as an alternative to the SOLAS and International Load Lines Convention.

•    The Administration accepts alternative arrangements in relation to sprinkler/mist systems. The placing on board of certified non-combustible materials and linings or the treatment by approved methods of existing linings/materials may be phased in over the first 12 months of operational registration.

•    Functional equivalence is adopted in relation to structural fire protection of composite yachts.

•    Minimum requirements for radio communication installation are clearly defined and reflect the permissible Sea Areas as per SOLAS Chapter IV.

Condition and Valuation Surveys

For any prospective owner, having a clear, unbiased condition evaluation of a yacht can save from eventual legal disputes, escalating costs and a lot of heartache. A well executed condition survey will provide a clear snap-shot of the actual condition of a yacht. Within our reports we focus on a number of distinct areas, particularly: general condition of vessel and outfitting, structure and build, machinery, paint/coating, electrical system and equipment. In addition, the certification and compliance with any International obligations would also be verified.

At clients request we can also provide an indicative fair market valuation as well as cost estimates and feasibility in relation to any prospective upgrades, Coding under the main jurisdictions such as Malta Commercial Yacht Code and MCA LY2 and certification.

Insurance Surveys

Required by the underwriters to evaluate whether a particular vessel may be insured, these surveys are typically not very extensive but aim at providing a concise and impartial description of the vessel and its condition. The market value and any evidence of particular investment will be indicated in the final report.

Osmosis checks of GRP hulls

The term osmosis in relation to GRP hulls refers to the chemical breakdown of the resin matrix as contact with water is made, ultimately and in severe cases this could lead to de-lamination and blistering. There are a number of build, material and environmental factors that may influence the onset and severity of osmosis. Whilst no instruments exist that may determine osmotic activity by means of NDT, the use moisture metres does allow us to deduce with reasonable accuracy extent and stage of osmosis in a hull.
